With reference to the expenditure for "Waterworks" (Item 10.24 in the statement), we beg to observe that by Law 12 of 1870, a sum of $130,000 was voted for the year, and it was considered necessary that the sums to be expended from year to year should be borne on the Annual Estimates; and under the Ordinance 1860, a sum appropriated for the Service without any limitation as to the period within which the expenditure should take place; and accordingly this Service has been excluded from the Estimates for the year.
