With reference to the expenditure for "Waterworks" (Item 10.24 in the statement), we beg to observe that by Law 12 of 1870, a sum of $130,000 was voted for the year, and it was considered necessary that the sums to be expended from year to year should be borne on the Annual Estimates; and under the Ordinance 1860, a sum appropriated for the Service without any limitation as to the period within which the expenditure should take place; and accordingly this Service has been excluded from the Estimates for the year.
We submit, whether it would not be desirable that in the case of Services conducted under special Ordinances, the Ordinances should be framed so as to render it unnecessary to include them in the Annual Estimates.
We may remark, that in the case of the Lock Hospital, which was established under a Special Ordinance (12 of 1867), designating certain items of Revenue for its support, the expenditure is nevertheless voted year by year in the Estimates.
With regard to the fees for the examination of Masters and Mates (Item No. 25 of the Statement), it would appear from the Auditor's Note that the Colonial Authorities consider that the provisions of the Ordinance
